RTS serves as the economic development advisor to The Rapides Foundation – a health conversion foundation in Alexandria, Louisiana. In this capacity RTS helps the foundation develop and manage its economic development-related initiatives and grants. Within a regional system framework, the multi-year initiative has included establishing an incubator; the design, implementation and management of a competitive grant program to support the formation and operations of private sector workforce training alliances; the design and establishment of a privately funded regional economic development corporation, Cenla Advantage Partnership (CAP – now called CLEDA), the creation of an entrepreneurial support system for central Louisiana, an analysis of capital needs and availability for central Louisiana entrepreneurs, the crafting of an approach for developing a comprehensive workforce development system in central Louisiana; and the feasibility analysis and initial design for the establishment of a comprehensive community college for the region. The latter community-based initiative led to the approval and funding from the Louisiana Community and Technical College System for a comprehensive community and technical college for central Louisiana.
