This RTS report prepared for the Mississippi Department of Education’s Office of Career and Technical Education (OCTE), presents a strategic review of key high impact career and technical education (CTE) elements and suggests actions to address opportunities to organize and deliver effective, innovative and forward-looking CTE programs geared to new and changing labor market dynamics. This analysis, led by RTS Senior Associates Dr. Edward Hughes and Dr. Stuart Rosenfeld focused on the CTE system at secondary schools delivered through the OCTE and the relationships that the secondary CTE programs and “system” has with community colleges, higher learning institutions and employers and employer groups.
