For this project for the Northwest Louisiana Strategic Action Council’s (SAC), RTS designed a regional economic development partnership for Northwest Louisiana. The scope of work was defined by two phases. The first phase concentrated on engaging a widely defined economic development community to accomplish four objectives: Build wide spread support within the private sector and the economic development community for a regional initiative; Build understanding of the regional wealth generation process and regional competitive advantage; Identify a consensus on a regional vision and specific goals, objectives and actions; and Build a consensus on key design priorities (role of public entities, funding sources, etc.). The second phase focused on creating a process for forming a new regional economic development partnership and then working with SAC to implement it.
